Position: Procurement Manager
Location: Remote & London
Role overview:
We are looking to recruit a Procurement Manager who will be initially focusing on the development and implementation of high-quality procurement procedures and processes. Subsequently, the Procurement Manager will become responsible for the procurement of the HVDC (on and offshore) cables package, on an EPC basis. The Procurement Manager will be a member of a wider procurement team responsible for procurement activities across all our projects.
Responsibilities of the role will include:
Procurement Policy and Procedures
· Devising best-in-class procurement policies and procedures
· Ensuring effective implementation of the procurement policies and procedures
· Identifying and proposing for implementation appropriate systems to increase efficiency across the procurement activities
· Developing procurement templates that can be used for ongoing procurement activities
Procurement management
· In conjunction with the wider team, devising appropriate procurement strategies
· Developing innovative, competitive and cost-effective specifications, balancing risk and reward
· Ensuring compliance with applicable procurement legislation and regulations
· Running fit-for-purpose procurement processes in accordance with procurement strategies that deliver on procurement objectives
· Providing high quality tender evaluation reports together with sound recommendations to the Group Management Committee
· Responsible for all communication with the tenderers including instructions to tenderers, tender addenda, technical clarifications etc.
· Ensuring that all risks are understood and appropriately allocated into the contract
· Coordinating the necessary input from other disciplines (e.g. engineering, planning, consents etc.) into the overall procurement process
· Where applicable:
o Negotiating and managing on joint employer positions with project partners
o Actively leading and managing external project consultants providing technical input to the procurement process
o Actively leading and managing legal counsel in this area
o Actively leading and managing the process to evaluate, score and agree procurement outcomes with project partners
Supply chain development
· Establishing a database of and relationships with suppliers and contractors
· Identifying and shortlisting the most suitable suppliers for the given projects/packages of work
· Establishing appropriate consortia for winning and executing future projects
Person Description
The Procurement Manager role requires a wide range of different skills. The individual needs to:
· Come from a procurement management background, preferably with previous experience of procuring projects or packages of work with high voltage and marine installation elements
· Have an excellent understanding of procurement processes such as pre-qualification, tendering, evaluation and negotiation in both, private and public spaces
· Have an excellent understanding of the commercial aspects of an EPC contract based on an amended FIDIC standard form
· Have a good understanding of technical and engineering aspects, and risks arising from the same
· Have an understanding of project finance and its impact on the procurement and contracting strategies
· Have an understanding and experience of working in a joint venture environment
· Be responsible for drafting, collating and coordinating the overall procurement process
· Be persuading others to take a certain course of action and negotiating win-win outcomes
· Be adopting a methodical approach to work, planning and organizing oneself and others in order to deliver work and prevent future problems
· Be a numerate problem solver
· Be detail oriented
· Have the ability to communicate clearly and concisely orally and in writing
· Have the ability to work well in a team and with external project partners
Experience and Qualifications:
The following is essential:
· A degree in procurement and/or supply chain management, quantity surveying, business or (construction) law
· A minimum 10 years of previous experience in procurement with at least five years’ experience in procuring projects or packages of work with high voltage and marine installation elements
· Strong experience in developing and implementing best-in-class procurement systems
· Good understanding and experience of running procurement processes through the Official Journal of the European Union (OJEU)
· Strong commercial understanding and contract management/negotiation skills
· Very good understanding of the FIDIC standard form of contract
· Good technical understanding of the scope and associated supply chain
· Excellent communication skills
· Excellent organisational skills
The following although not essential, would be beneficial:
· MCIPS or MRICS qualified
