Should Workforce Planning Begin Before a Data Centre Project Is Awarded?

As data centre projects become larger and more complex, should the conversation around specialist talent start earlier?

The traditional sequence seems logical: win the project, establish the delivery programme, then build the team needed to execute it.

But across the UK, Europe and the US, data centre development is creating significant demand for specialist skills. Waiting until project award to understand workforce requirements can mean entering the talent market just as mobilisation timelines begin to accelerate.

This doesn’t mean hiring an entire project team before work is secured. It means understanding workforce risk before it becomes a delivery risk.

A rapidly developing market

The scale of planned data centre development makes this increasingly relevant.

In the UK, Ofgem reported in July 2026 that applications for new electricity demand connections had increased from 41GW to 125GW in less than a year, with data centres accounting for at least 80GW. Ofgem is now consulting on reforms designed to distinguish viable developments from speculative connection requests.

Across Europe, development is also extending beyond the traditional major data centre hubs as operators consider factors including power availability, land and connectivity.

In the US, hyperscale and AI-related investment is driving major construction programmes across multiple states, increasing competition for experienced mission critical construction and technical professionals.

Different markets present different challenges, but they share one fundamental requirement: projects need specialist people to turn investment and plans into operational infrastructure.

Workforce planning is not the same as early hiring

This distinction matters.

Early workforce planning doesn’t necessarily mean offering positions while a project remains at tender stage.

Instead, it can mean asking the right questions earlier:

  • Which disciplines will be critical to delivery?
  • Which positions are likely to be hardest to secure?
  • What specialist experience exists within the local market?
  • Will talent need to be mobilised from elsewhere?
  • What are realistic notice periods and mobilisation times?
  • What compliance, payroll or employment requirements could apply?

That information can give project teams a clearer understanding of the workforce landscape before recruitment becomes urgent.

The challenge changes by geography

There is no single data centre talent market.

In established European hubs, several developments may be competing for professionals with similar experience. In emerging locations, there may be strong local engineering and construction capability but a smaller pool of people with previous hyperscale or mission critical project experience.

The US brings another dynamic. The sheer scale and concentration of development can create significant demand for specialist disciplines across construction, MEP, commissioning, QA/QC, QHSE and project controls.

The same role can therefore require a very different sourcing strategy depending on whether a project is being delivered in London, Helsinki, Frankfurt, Texas or Virginia.

Understanding those differences before mobilisation can be valuable.

Which roles should be considered early?

Not every position presents the same level of workforce risk.

Depending on the project, pressure could emerge around electrical and mechanical leadership, commissioning, QA/QC, project controls, scheduling, QHSE or construction management.

The objective isn’t to create a speculative bench of candidates.

It’s to identify the disciplines where talent availability could affect the programme and understand how those people could realistically be sourced, engaged and mobilised.

That might involve mapping local talent, understanding contractor rates, identifying internationally mobile specialists or establishing appropriate employment and mobilisation models.

There is a balance to strike

Of course, engaging the market before project award carries its own challenges.

Tender outcomes aren’t guaranteed. Project schedules move. Scope changes. Candidates cannot be expected to remain available indefinitely for an opportunity that hasn’t been confirmed.

Transparency is therefore essential.

But waiting too long carries risk as well.

If several specialist requirements become live immediately after project award, organisations can suddenly find themselves recruiting against an aggressive programme while competing with other projects for the same expertise.

The question isn’t necessarily:

Should we hire people before we’ve won the project?

A better question is:

Should we understand how we’re going to build the team before we’ve won the project?

From recruitment to workforce strategy

For major data centre programmes, workforce planning can sit alongside procurement, logistics, commercial planning and programme development.

Knowing that a particular discipline may take longer to secure, that specialists may need to be mobilised internationally or that a location has a limited pool of mission critical experience can influence decisions long before somebody writes a job description.
